PSP -- Text outline

In PSP 9, how do I outline text like the icon below? Is it possible to outline a brush like this as well?

At the blending options when you left click the layer of text and then you can see outer glow and thn you can pick the color....

i guess its possible when you do the same as the text

I use Photoshop CS3, but you can try this. Hopefully it works!
I double click the layer and click "border" and set it to whatever-px and whatever-color. That's about it, haha!

I have PSPX but I'm pretty sure it's the same basic thing.
I always type out what I want and copy it to my clipboard. Then I open a new file and fill it with the border color I want. I paste it as a new selection. Then just got to
Selections >> modify >> expand
and set the number of pixels you want. Then just copy it and paste it onto whatever you want it on (:

Using 'stroke'. Go to blending options->click on the 'stroke' style, and you can adjust from there.
