TV effect

How do I get this effect that looks somewhat like a TV? I've also seen static-like ones.




I'm using Photoshop CS3. Thanks in advance!

that was part of the video it came from. there was another camera taking pictures of them lol

I would suggest first make your normal colored gif.

Then add at a light blue layer on top and set it to overlay or screen or color or just click through the list to see the best result (sorry I'm right now at work so without PS to look for the right one ;o).

Use the eye symbol to switch the blue layer/flash on and off the parts of the gifs you want. This way you'll get the flash over the whole gif.

For separated flash parts, like running down divide the blue layer in smaller pieces and use again the eye symbol to add or not add the flash at a special part of your gif.
