This is my first tut and I hope it's clear enough to follow. :)
to achieve this:
Adobe Photoshop CS, but I'm sure the steps are the same in PSP.
So, we have this screencap from www.craftymonkie.com provided by
pixation.
#1. First crop the image 100x100. I cropped the image this way because I liked the sky very much and people in the corner look better than in the center, the black line at the bottom indicates that there's a building and they're not just standing "in the air".

#2. Now duplicate this layer (Ctrl+J) and set it to Screen 100%.

#3. Create a new adjustment layer with the help of that black and white circle at the bottom of the Layer box. Choose Hue/Saturation. Set Saturation to +10.
(Cannot find the circle? click)

#4. Create a new adjustment layer again. Choose Brightness/Contrast. Brigthness: +15. Contrast: +25.

#5. Create a new layer with the help of that circle again, but now choose "Solid Color". #1A0070. Set the blend mode to Exclusion 100%.

#6. Create a solid color layer again using #FFE1AE. Set to Multiply 100%.

#7. Now duplicate your base, bring it to the top and set to Soft Light 100%.

#8. Duplicate your base once again, bring it above everything and set to Sreen 75%.

#9. I added some text and rotated it (Ctrl+T, Edit>Free Transform), but this step is optional.

Aaand we're ready! ;)
This tutorial was made for this icon, so you'll have to try changing layers, opacities, etc. a bit to get a similar look in other icons.
