1. Crop you base (Sharpen, blur, etc if needed)
2. Duplicate your base and set to screen at 100%.
3. Duplicate your base and set to soft light at 100%.
4. Fill with #010e15 or any other dark blue and set to exclusion.
5. Fill with #c9e8f3 or any other light blue and set to color burn.
6. Use the following selective color settings:
Reds: -100, 0, 100, 0
Yellows: 100, 0, -55, 0
Neutrals: 100, 0, -40, 0
7. Create a new saturation layer and set to +8.
8. Add your favorite texture and set to screen.
