Bring Out the Color [RIDICULOUSLY EASY.]

Go from:
to

guhhh william beckett.
Program: Photoshop CS
Translatable: HELL YES, all you need is a hue/saturation layer
Difficulty: RIDICULOUSLY EASY, SERIOUSLY. SERIOUSLY.

1. Open your picture. I'm using William Beckett AND HIS SEXY IS KILLING ME, WHAT. This picture's from afavoritemelody 's REALLY INTENSE 250+ PICSPAM.

2. Layer >> New Adjustment Layer >> Hue/Saturation.
And your saturation is...
Master: 36
Yellows: 32
Cyans: 51
Blues: 35.

THAT'S IT.
For this one, because the picture was so big, I duplicated the hue/sat layer.

SEE, HOW EASY IS THAT.
