Not translatable, it's not that hard.

1. Open up an 100x100 document. I prepared my base by duplicating it and going to Filter>Sharpen>Sharpen. Set this to Normal, 70%.
2. New selective color layer:
Reds: -100 , 100 , 100 ,0.
Yellow: 83, -53, 22 ,-5.
Cyans: 100, -38 , 50 , 0.
Blue: 59 , 9 ,-44 ,0.
Whites: 100 , -86 , -100 , 10.
3. Make another new selective color layer:
Red: -92 , 30 , 41 ,0.
4. Make a new Curves layer:
Input:71 , Output:66
5. Make a new layer. Go to Image>Apply Image. Then, use your BLUR tool to blur JUST the background. Set this to normal.
6. Take these 2 textures:
Photobucket
Photobucket
Set the first to Color Dodge, 100% and move it to where it looks good. On the second, go to Filter>Blur>Gaussian Blur, and blur it 15-16. Set this on Color Dodge.
7. New selective color layer:
Reds: -18 , 22 , 19 ,0.
Yellow : 24 ,0,0,0.
Blues: 50 , 41 16.
whites: -100 , 59 ,12 ,0.
8. Take your 100px soft brush in white and brush where you think it's too dark. Set to Overlay, 80% OPACITY, 37% FILL.

And you're done!
