Translatable to PSP.
Pretty easy, only three (maybe four) steps.

Before you start, if your image is in color, make sure you make it black and white. (Image >> Adjustments >> Desaturate)

1. Levels layer. (layer >> new adjustment layer >> levels)
RGB: Input Levels: 0, 1.14, 255
Output Levels: 0, 255

2. Curves layer. (layer >> new adjustment layer >> curves)
RGB: 135, 148
Set this layer to Soft Light

3. Color Fill layer. (layer >> new fill layer >> solid color)
#14A339 (You can change the color to anything you want to.) and set this to mulitply, but change the FILL opacity to 84% (or adjust as you need to.)

You're all done. (:

* I suggest that you use images with not a whole lot in the background, plain would probably be best. It doesn't look that good if you've got a lot in the background.
