Go from this to this using photoshop.

First of all prepare your base (I used a picture of Katie Cassidy); crop, sharpen if needed, you know the drill.
I left my base untouched.

Make a hue/saturation layer:
Master saturation: 40

Make a new layer and fill it with #c8f47a, set it to soft light (don't freak out because of the yellow-ness of the image, this is a good base for selective coloring).

Now, make a selective color layer:
R: -100 50 20 20
Y: 50 15 -70 -10
N: 10 10 -10 10
B: 0 0 0 20

Make another hue/saturation layer:
Master saturation: 10
Lightness: -5
Reds saturation: 15
Lightness: 10

Make a new layer and fill it with #00e5ff, set it to luminosity at 20% opacity and 50% fill.

Make a new layer and fill it with #a00900, set it to exclusion at 20% opacity and 50% fill.

Make another new layer and fill it with #5a2c00, set it to exclusion at 50% opacity.

Make another exclusion layer at 50% opacity, this time fill it with #32170d.

Now, make a hue/saturation layer:
Master saturation: 20
Reds saturation: 15

Last step: make a selective color layer:
R: 10 20 10 0
Y: 20 10 -20 0
C: 50 0 0 50
B: 50 0 0 50
N: 10 5 -5 10
B: 0 0 0 10

Remember: always try to play with the layers, some of them might not work well for your image.
