Open your base, I used a picture of Jensen Ackles.
Make a selective color layer:
R: -100 30 100 0
Y: -60 20 20 10
N: 30 5 2 5
B: 0 0 0 -5
Make another selective color layer:
R: -100 0 0 0
Y: -100 5 -20 0
C: 30 -100 -100 0
N: 0 0 0 -5
B: 0 0 0 -5
Yes, another selective color layer:
R: 20 0 0 0
Y: -60 -40 0 0
C: 100 20 -100 0
B: 0 0 0 5
Make a new layer, fill it with #cefffd and set it to color burn.
Make another layer, fill it with #280000 and set it to exclusion.
Make a hue/saturation layer:
Master saturation: 10
Lightness: 5
Reds saturation: -10 (I just realised this step changes nothing)
Cyans saturation: 15
Duplicate the exclusion layer from befor, set it on top and lower the opacity to 50%.
Duplicate the base and set it on top, lower the opacity to 30% and set the layer to exclusion.
Make a brightness/contrast layer:
Contrast: 30
