No selective coloring.
Five steps, easy.


examples:

1. Curves layer. (layer >> new adjustment layer >> curves)

RGB: I: 123 O: 196
Set this layer to 40% opacity. Unless your image is super dark, or if your image is super light, 40% works well.

2. Channel mixer layer. (layer >> new adjustment layer >> channel mixer)
Red: +97, -5, +4
Blue: -55, +65, +100

3. Hue/Saturation layer. (layer >> new adjustment layer >> hue/saturation)
Master: -7, +16, 0
Reds: +2, +14, 0

4. Color fill layer. (layer >> new fill layer >> solid color)
#DCF9FB set this to Multiply 100% opacity.

5. Color balance layer. (layer >> new adjustment layer >> color balance)
Midtones: +20, 0, +2
Shadows: 0, +5, -12
Highlights: -4, 0, +9

You're all done. (:
If your image comes out too light in the end, duplicate your base, drag it to the top and set it to soft light. The first example has a soft light layer added on to it.
