Sorry. I won't be making any comments in this text. I have a flu and I'm too tired to write anything expect strict instruction xd.
So, shall we start?
Step1
As a base I chose beautiful Yuki & Shiuchi (Gravitation) pic <3. I cropped it, sharpened and I've a ready base.
Step 2
Duplicate your base two times (but it depends on darkness of your icon). Second screen layer's opacity I lowered to 70%.
Step 3
Make Selective Color layer.
Reds: -100, 34, 100, 12
Yellows: 100, 100, 100, 23
Magentas: 23, 100, 34, -34
Whites: 100, 100, 23, 23
Neutrals: 15, 12, 5, 3
Step 4
Make Levels layer now.
RGB: 23; 1,56; 255
Step 5
Now it's time for Vibrance layer.
vibrance: 34
saturation: 21
Step 6
Brightness/Contrast layer.
brightness: -12
contrast: -12
Step 7
Now make Color Fill layer. Fill it with #411f1f. Set it to Exlusion 100%.
Step 8
Hue/Saturation layer.
Master
hue: 8
Step 9
Make Color Balance layer.
shadows: 23, 12, -9
midtones: 12, 12, 34
highlights: 23, 12, -4
preserve luminosty checked
Step 10
Make Channel Mixer layer.
Red: 100, -3, -3
Step 11
Make another Selective Color layer.
Reds: 100, 100, 100, 23
Yellows: 100, 100, 100, -23
Neutrals: -23, 0, 12, -23
Step 12
Make Color Fill layer. Fill it with #19132c. Set it to Exclusion 100%.
Step 13
Now the last layer - Curves.
