Background Help

Greetings.  This is my 1st post.  Please take a look at my icon.  What I'm tearing my hair out over is how to put a picture in an animated background such as this.  I have Animation Shop 3 and PSP 9 and PSP x2.  I've been searching every where and cannot find anything on this.  I would appreciate any help with this.  I'm a newbie to the whole icon/computer graphics so please bear with me :)
