Made using photoshop CS2.

*Note: this coloring works good with washed out images.

Prepare you're base, I used a picture from Twilight.
If your image is lacking contrast, duplicate the base and set it to soft light, play around with the opacity.

Make a new layer and fill it with white (#ffffff), set it to soft light at about 30% opacity (depends on how much your image is dark).

Make a hue/saturation layer:
Master saturation: 50
(if the result looks bad, try to lower the saturation).

Make a new layer and fill it with #ecffb1, set it to soft light.

Make a selective coloring layer:
R: -100 50 25 20
Y: 30 20 -100 20
G: 100 20 -55 0
C: 100 0 0 0
B: 100 0 0 100
W: 10 10 10 0
N: 10 10 10 10
B: 0 0 0 20

Make a levels layer:
Input: 40 0.85 235

Make a selective coloring layer:
R: -100 50 25 0
Y: 20 10 -100 20
G: 100 0 -50 0
N: 10 10 5 5
B: 0 0 0 20

Make a hue/saturation layer:
Master saturation: 20
Yellows saturation: 7

Make a new layer and fill it with #290f04, set it to exclusion.

That's it!
