Step 1:
Duplicate the base layer and set it to "Soft light" 30%.

Step 2:
Add a new selective color layer("Layer" >> "New adjustment layer" >> "Selective color").
Reds:-100,0,+100,0
Yellows:+30,+42,-100,0
Blues:+100,+100,0,0

Step 3:
Fill a new color layer #141740,set it to "exclusion" 40%.

Step 4:
Go to "Layer" >> "New adjustment layer" >> "Hue/saturation".
Saturation:
Reds:+8
Yellows:-15
Blues:+30

Each picture is different,so you may adjust the settings depending on your pictures.
