What brush is this?

I saw this used as a background for a layout. I was wondering how they got the transparent / color "look" on it. Is it a brush or a special effect? I searched the memories & did not find anything, but if I missed something, could you direct me, please?

This may produce sketchy results, but...
I have a site and I wanted to add some Photoshop tutorials. Problem is, I don't really know what people want tutorials of. So my question to you is this: What are some of the effects you see in icons nowadays that you'd like to know how to do. If you could supply an example icon (with credit to the creator) it would help me a lot.

Movie Icons

Hey Guys..I'm new here and I'm also quite new at making icons. I love the movie Office Space and I wanted to make an icon with a clip from that movie, but I'm totally clueless as to how to do that. I want to make an icon that says "The "O Face" and then have a little clip at the bottom right corner of one of the parts in the movie. I am using InterVideo WinDVD to play my videos but I can also use Windows Media PLayer to move frame by frame. If someone could please give me detailed info. on how to do this icon I'de really appreciate it! <3

dunno if this is the right place to ask as its not really tutorial stuff but i don't know anywhere else. I am using photoshop and my brush keeps changing to 4 little lines going north south east and west instead of showing the actual brush and i don't know how to change it back....can anyone please help???? thanks in advance
