Looking for a tutorial

I checked the overall sum of the memories where I figured this would be in, but I couldn't find it.
The other day I found this really useful tutorial on here for an icon, and the image used in the tutorial was Lindsay Lohan. I can't find the tutorial, and was wondering if anyone could provide a link to it?

Animation shop included with Paint Shop Pro X ?

Okay, so I haven't dealt with Paint Shop since PS7. I recently bought Paint Shop Pro X and really haven't even opened the box to install the software. Because I want to know before I do if it has animation shop included with it? If not can I download it for free from them? I remember when I had PS7, that I had both the PS with animation shop. But I like to know before I do any opening and installing on my computer.

Does anyone know of any good free image programs that work for icons. I have one called Pixen, but I can't do text with it, and MS paint doesn't let me do diagonal text. I have already had Gimp suggested to me, but I can't seem to figure out how to download it.

Any help is greatly appreciated :)

I've searched/read the border memories, but I wasn't able to understand the tutorials there, so I've brought my question here.

I'm trying to add a border to an icon that I'm making, but can't figure out how. I've tried stroke set to one pixel, but it always ends up looking too thick. I want a thin black border around the icon. Can anyone help? I use Photoshop CS2.
