Brush help

Alright, so I've looked throught the memories, but nothing even comes close to what I'm trying to do.

I want to apply this brush: on an image, but instead of having it 1 solid color, like all blue or whatever, I would like it to be multicolored, like this:.

What are these things?

First, I'd like to say what a wonderful site this is. I've been perusing the memories section and have saved a number of tutorials for practicing icon making.

However, I was unable to find the most basic of answers. I've never used Photoshop before (I have CS v9.0), so I'm looking for something that explains what certain things are in relation to the graphics. What are brushes, layers, etc.?

If anyone could possibly point me in the correct direction, I would be very greatful. Thank you. :o)

I was wondering on how it was possible to make scanlines on graphics on PSP8. I found this tutorial, but I don't (or atleast, I don't think) have 'Define
Pattern'. So, if anyone could direct me to a tutorial, or tell me how scanlines could be achieved in Paint Shop Pro, I'd be grateful. All help appreciated, and thanks in advance. :]
