Error -115........ HELP!

I'm not sure if i can post this here or not but i need serious help.

Ok so i downloaded some brushes earlier when i was making some banners, and when i tried using the brushes it kept saying program error.
So then i tried using my previous brushes but the same error message came up.
So i uninstalled it and tried installing it again, but this time it stops half-way with an error -115. Now i have 2 programs (photoshop 7 and 8 - but i dont use both) i was using Photoshop 8 coz thats the one my brother has on his pc, when it first happened. So then i tired installing ps7 but the same error message came up..

Does anyone know whats up?

Does anyone has a list of features in programs, so that I'd be able to tell if something I made in PS could translate to PSP or GIMP.  Thanks!

Brand new with a GIMP question

Hi. I am using GIMP 2.2 and trying to create an animated icon. I have down the principals and understand how they work. I'm just having one problem. No matter what I do I can't get the file size down to 40kb. I have tried resizing, scaleing and taking down the resoulution when I save the intital image. My qustion is: How do I tell what size file my .gif is going to be? Any other suggestions on how to reduce the file size? I have searched the tutorials and online and am having no luck. Any help would be much appreciated.

Vibrant Color Tutorial

You're ready to create an icon but you're not certain where to begin. You have all the brushes, text, masks, and borders to make any icon out there but coloring has to be done first. In this tutorial we'll be going step by step from preparing an image to turning it into a base and then a simple finished icon. We'll turn this into this. The coloring we'll be using can be used on just about any scan, screen cap, and photograph out there with bright colors and blue sky in the background. This works especially well on those brightly colored animation screen caps. In the end, you'll have a wonderful vibrant coloring that you can use as a part of any icon you want. This tutorial was written using Photoshop CS but can be translated to any program that includes Hard Light layer settings, Brightness/Contrast adjustments, and Hue/Saturation adjustments.
