Photoshop Elements 3.0 Launching Error

Hi, i'm using ps elements 3.0 as of right now till i get my new ps. The problem is the program doesn't launch properly. It starts in a welcome screen and scans/initializes everything but right afterwards i get this message:

after i get this message i attempt to launch it again and i get a different message saying:
this application failed to launch correctly.

Is there anything i can do[?] I looked through the memories  here but they really didn't seem to have problems like mine. The solution to a vaguely similiar problem for another person, was that the program was running so slow because she didn't have enough ram/computer space to run it. However, mine won't even open at all T_________T;; please help. Do i perhaps have too many brushes and plug-ins etc in it?

backgrounds? layers?

I see these icons all the time and I'm almost clueless how to do it using PS7: Erase the background from a photo (of say, a celeb) and paste it to a grungy or whatever texture/background.

I've tried erasing the background but the edges of the celeb don't look so clean after. Eh.

I think layer masks are the way to go? Am I right?
If so can anyone point me to an easy to follow tutorial, or please explain to me how to use those darn layer masks in the simplest terms? Or at least have a step-by-step tut.

Picture Frame Brushes

I scanned through the memories, but I couldn't find what I'm looking for, so yes... I'm terribly sorry if this was asked before. I was wondering if anyone could please point me to some picture frame brushes for photoshop (CS2). Any help would be greatly appreciated! :)

Help on transparent backgrounds

I use Adobe Photoshop Elements 2, and I'm making a grungy wallpaper, and I wanted to put the picture (under the cut) in the centre of the wallpaper. However, I want the background to be transparent. I created the picture in photoshop using the polaroid brushes and an imported image on a transparent background. When I tried to move the picture onto the wallpaper, the picture was not transparent. Any help would be greatly appreciated.

(no subject)

Hello! I am using Photoshop CS2 and was wondering if any body knew how to make the effect in these two icons by yura:



It's her signature style, so I tried to ask her. She said that she hasn't been iconning in a while and forgot, but the general gist is:

"duplicate the layer, set the top layer to hard light, and then gaussian blur the bottom layer. Then, if you feel it needs brightening, put a layer of white under the top layer, also set it to hard light, and mess around with the transparency"

I tried that, and every permutations I can think of, but alas, to no avail. My picture ends up looking very prettily blurred, but none of that "glowy-ness".

I'm sorry to who ever owns those icons but I wasn't paying attention as I tried to find examples! Does anyone know how to get icons blurred like that? Mine tend to come out too blurry or looking like they were horribly image quality. I use PSP 7.

RAM problem pop up

I have photoshop 7 btw. Sometimes when i'm using photoshop, it wont allow me to me copy and then paste an image (normally when it's very large) .

It says that (this isnt the exact words btw)

You could not copy from clipboard since you do not have enough memory (RAM)

Why is it? Sorry i dont have the exact phrasing, i closed photoshop and reopened it, and did exactly what i did before and it worked now =/
