Raining Effect.

I've checked the memories, but I couldn't find it there. Is there a tutorial on how to make raining effect in icons? I was going to put an exemplary icon here, but I couldn't find that icon =/

Thank you.

I couldn't find the answer to this in the memories anywhere but if I missed it, I'm sorry.

I have all my brushes saved into folders. About 10 abr files per folder. Rather than having to upload them separately all the time, I loaded them all and saved them into their own .abr file. Everytime I close Photoshop (I use PS CS 2 if that helps), once I re-open it I generally have to load my brushes again which is why I have them saved as one file. For the past 2 days I have gone to load them like normal, only to get this message anytime I click on the file:

"Can not load brushes because the file is already in use or was left open"

Does anyone know how to fix this? I don't want to have to re-load each brush manually so I am hoping I can fix this. All my other brushes load fine, just the .abr file that I created myself with all my brushes on it.

I'm sorry if this doesn't make sense, I'm not the most photoshop savvy person.

I'm usually pretty good with coloring - people tend to actually ask me for help. But I'm absolutely stumped on this one. As you can see in the screencap, the girl has reddish-blonde hair and a pink complexion, making it almost impossible to create meaningful contrast. If I desaturate the red, I end up with this hideous salmon overlay. I don't want anything special, just to clearly define the hair and the face, rather than them all being the same hue:
