Using paper textures

My apologies if this question has been asked before, but is there an 'easy' way of using paper textures such as these ones (by dusty_memories) where the white background under the texture doesn't show up when you paste it on top of your layer? I've tried playing with different blending modes but nothing seems to work.

Tools are acting evil

For some reason my tools refuse to work when they worked just fine a few minutes ago. Instead when I try to use something like the paint bucket, the little paint bucket cursor icon isn't there when I put it over the image. Instead it's the stupid hand shaped cursor that does nothing, and it does the same for ALL of my tools. I tried resetting PS, but it doesn't seem to want to work (unless I'm hitting the wrong keys when the splash page is loading). Restarting the program and computer is of no use. Help?

I use PS7.

Edit: It's magically working again. Thanks to those who tried to help.
