"Clean" cuts of pictures...

Both icons by yarinige

I simply can't figure out how to make a "clean" cut of a picture for an icon - especially a picture with a "chaotic" background, not just a solid color. No matter what, I always have to add some kind of border to try to hide the edges of the cut picture, and I'd really like to just be able to do something like the above. I've heard "use the loop tool as close you can, then hand erase the rest" before, but it doesn't seem to work very well. Or maybe I'm just a moron and that's the only thing you can do. Maybe I figured there was some "better" way to do it, and I'm too slow to get it.

Can anyone help? I use Photoshop 7.

in Jasc Paint Shop Pro 7 (which is probably the oldest version of PSP there is, so it's pretty transferable.)
You should be familiar with icon making.
Involves curves, color balance, and hue/saturation/lightness adjustment layers.
