Question: two pictures in one

I've seen a lot of icons like this, and I was wondering if anyone knew the basic steps to making one. I'm not asking for coloring tutorials, just how one crops images like that and merges them in the same icon (with the barrier between them, is it a brush? A texture?)

Will this version of Photoshop do?

I've finally managed to save some money for Photoshop but since it's a pricey program I want to make sure I get the right one. I don't want anything fancy just the basic Photoshop that will allow me to make graphics using selective coloring. My question is, will this version suffice:

EDIT: Since it seems that this version doesn't have Selective Coloring, my next question is, which version has it and is the cheapest?
