Color Changes Between Program And Uploading

Program: Adobe Photoshop CS
OS: Mac Leopard 10.5.4

When I'm in the program, my icon looks like this:

When I upload it, it looks like this:

I simply opened the saved .png file in the program and it looked as you see it in the screenshot. However, if I upload the file itself, well yall see how it looks.

Does anyone have any ideas what would cause this? Or more specifically, how to fix it? Where am I going wrong?

ETA: To specify, I am talking about the coloring being different. Not the black border ;) lol

Help please

I have a question that I was hoping someone could help me with.
I am using Photoshop CS3 by the way.

My problem is that sometimes when I open my photoshop I can't use any of the tools such as brushes, the eraser, pen tool etc.
Instead of showing for example a brush that I want I can only see a small hand (hand tool) and even if I click on my picture the brush wont show up. I can't do anything. I have tried restarting the program and my computer but it doesn't work, it still only shows me that hand tool. Anyone have any idea why that is and how I can fix it?

Animation Help

I am in need of some help with making animated icons.

I'm just learning how to and it seems pretty straight forward, but I ran into trouble within the first couple steps. I converted my video to .avi format and when I try to import it in photoshop (file > import > video frames to layers) and it comes up, but it comes up just white and there is no video so I can't go any further with selecting the frames.

What am I doing wrong? I'll put a picture of what it looks like under a cut.

I use Photoshop CS3
