animated icon

how do you make one from a gif?
cause all the tut's ive seen before start from the beginning.
if i just want to take a gif, crop it and etc, how would i go about doing that?

and while on the topic of animated icons,
i dont really get how to edit an animation that is a wop...
like, add borders and stuff cause when i c/p a texture i like onto the animation (like a border) .... all the frames become the same thing and there is like no animation anymore
also, when i try to add a new layer of text, the same thing happens

lastly, when saving the gif
it either becomes blurry or the colors lose their vibrance
how do i overcome this?

i dont really understand what i am saying so sorry if its confusing ^^;

Doctor Who icon tutorial

First time poster. Got a request to make a tutorial for a ridiculously simple effect, figured it could be of interest for some.
How to go from to described from start to finish in a moderately extensive tutorial.
Program: PS CS3 (have no idea if it's translatable).
Difficulty: Intermediate? You're going to have to know your way around layer masks, curves and levels.

OKay, after looking through every single post I give up and am now asking, no beging for help. And this is sad.

Okay I can make animated icons with images, but text animation, yeah I know nothing.

So this is exactly what I want to do:

I want to have one frame with a set of text on it. Then I want to switch to another frame with another set of text on it.

Here's the problem. The text ends up on its own layer, the text copies the same on each frame which I don't want,

If you could maybe throw me a tutorial. Please? 

I also accept a tutorial where the text appears and in an order. THANK YOU
