Blueness in Photoshop CS4?

If this is a really dumb question, I apologize, but I didn't see it anywhere in the memories or in recent posts.

I'm using the trial version of PS CS4 and whenever I try to do anything, there seems to be a blue overlay or some hint of blue over everything. I know, it sounds crazy, but I included a picture.

(100% opacity on the left, 50% on the right.)

When I use a brush with 100% opacity, it's fine. But when I use anything under that, there's a tinge of blue. (The black doesn't go to gray, it's gray-blue; the bright red turns a little purple.)

I do a lot of painting in PS and this is also impeding my icon-making, as every picture I put at less opacity turns a little blue. I'm new to PS CS4 (I had CS before now) and I have no idea what the settings mean. I also have a new laptop, but the color settings seem to be fine. Any help?

Thanks in advance.

EDIT: Thank you to everyone who answered; I guess it must just be my color settings. Thanks for dealing with my question! You're all awesome. :]

question.

Hello, icon_tutorial! For once, I have a question. As some of you may or may not know, I've recently become more interested in making colored-manga type icons. My question is this: is there anyway to make them come out cleaner-looking (more like this)? In a more recent batch I made, the icons - especially the lines in them - came out looking especially grainy and unattractive, in my opinion. I was, of course, using rather subpar, uncleaned scans, but I've had this same problem in the past, when using considerably cleaner scans.

Is it just my scans? Or is there something that I'm neglecting to do in order to get clean, smooth-looking icons, like the ones I use on my own personal journal? What, in your experience, works best to rectify this problem?

All answers are very appreciated.

Hello, another tutorial!
Before you guys try this, I must advice you that this works better for dark/red based images, because if you use it on normal colour, the white bits go REALLY pale.
If you still would like this effect on a normal coloured image, I suggest upping the yellow Saturation, lowering the white saturation? And edit the selective colouring layer.

Sorry PSP users, another Non-translatable tutorial!
Involves: Hue/Saturation, Fill layers, Colour Balance and Selective colouring.
