How can I achieve this colouring?

It looks amazing. Anyone have any tuts or psds on how to achieve this?

Cold colors
Kind of annoying.
Not really sure if you guys will be able to help me with this, or if it's just my computer, but I figured it was worth a shot.
I have Photoshop CS4, and when I boot it up, open it, run it, whatever you wanna call it, it works smoothly and fine. However, I'd say about ten or fifteen minutes into working with it, things start to get a bit.. delayed. For example, if I start scribbling with the paint brush tool, it takes a full four or five seconds for it to process the scribbling, or even if I draw a simple line, the line will not show up until after a troublesome delay.
The reason this is so annoying is because I draw in my Photoshop, and the delay makes lines very awkward and hard to draw with. When I make graphics, the delay also effects it in the manner that when I use a filter (let's say sharpen for this example), the sharpening effect will take a while to process.
