Animation Question

I've searched through the posts and didn't see any tutorials for effects quite like this. If there is one and I missed it, I apologize in advance. Someone on my f-list has this icon and it catches my eye every time they post. They have no idea who made it.

How would I achieve this animation effect?

I work in Photoshop, Paint Shop Pro X2 and Animation Shop 3.

The result is different with lighter and darker images. Darker images with more color tend to come out more vibrant. Lighter ones come out like the icon i'm using for the tut.

I hope someone is willing to/can help me. I have a really weird question.
I was on a website once, can't remember what it was, and you could download pictures of celebs without a background. So you wouldn't have to get rid of the background when you're trying to cut a person out. Does anyone know either that website or a website/LJ community/anywhere where I would be able to find this?
I hope someone gets what I'm saying, it's really hard trying to explain it, especially since English isn't my first language :P

(no subject)

I have Photoshop CS4, and just recently, I can't type any words on my icons. It shows the word that I've typed into it in the 'Layers' area, but it won't show up on my icon. I've already tried resetting my preferences but it still doesn't work. The font size is large enough to be seen,

Lion King Tutorial

I use Photoshop CS3 by the way. Okay, I dunno if the process involves several things, or just one. But, I would like to know how to make an image more soft and less noisy. Much like the examples below.

Much like the examples above, I'd like to know how they came to be so high in resolution and really soft. See how they're not all noisy or pixely? I'd like to know how to make icons similar to that. Below are a couple images that I'd like to know hot to fix.
