Preparing Anime/Cartoon Caps in GIMP (Including imitating PS's High Pass filter)

This is my first tutorial! I am terribly nervous about it!

Today I'm going to teach you how to go from this cap (by ohlookcaps!) to this! Note that the end result of this icon is quite saturated, but that's not necessarily the end result of this process.

Program: GIMP, shown on a mac but it should work absolutely the same way on a PC.
Translatable: Yes, though I'm not sure why you'd want to.
Difficulty: Easy

(no subject)

Hello! I've looked through several tags but I can't figure out what this effect would be called. I'm trying to make some parts of my image black and white and leave the rest the color they are originally. I use Photoshop CS. Any help would be great! Thank you!

Brushes Question

I opened my photo shop today (I use CS4) and all my downloaded brushes were gone.  The only ones that were left were the defaults.  This has never happened to me before.  I've looked in the memories, but I didn't see anything under the brushes or the program errors like this. 

I tried reloading the brushes, but there was only one set in the load brushes option.  Is there some place else they might be?  I really don't want to have to re-download  all the brushes, especially as I I've noticed that some of the brushes packs that I had are no longer available.
