Made in PSPX, but is translatable to other versions of PSP and PS

We're going to make the icon to the left from [ THIS ] scan, found at [ celestial-star ], in PSPX
Crop your image and resize it to 100x100. Sharpen your base twice.
Go to Layers -> New Adjustment Layer -> Color Balance. Set your settings as follows.
Shadows: 19 , -27 , -43
Midtones: -100 , 19 , 64
Highlights: 36 , 0 , 0
Go to Layers -> New Adjustment Layer -> Curves. Set your settings as follows.
Now take [ THIS ] gradient from colorfilterand set it to darken 100%. It'll look gross now, but we're just getting started (:
Take [ THIS ] gradient, also from colorfilter, and set it to lighten 100%.
Eww! The icon looks gross & weird. So to bring out the base again, duplicate the base layer and set it on top as hard light 100%. Much better :]
Now, we'll take [ THIS ] texture from colorfilterand set it to hard light 90%. This is where the tutorial stops, but you can add more effects & get the below outcome.
We now have a beautiful icon! Apply some brushes, text, animations, and/or a border if you want & you're all set!
