easy way?

Is there a special or easy way of

I'd like to crop photos and edit them like that--with a thick white border and a thin gray border.

For the white border, I did:
1. Resize image
2. Ctrl+A then Edit > Stroke
3. I chose around 4px, white, outside and got the white border

No clue how I can easily add the gray border. Do I use stroke again?
Or manually--adding lines (ehh)


using PS 7?
