Go from to in FOUR EASY STEPS

First of all start off with your base.

Duplicate the layer and set it to Screen

Create a New Raster Layer

Flood Fill the new layer with #DDDFFF and set it to Overlay 100% opacity

Create a New Raster Layer

Flood Fill the new layer with #000080 and set it to Dodge 100% opacity

Put on a 1 px border in the color #DDDFFF and you're all done.
