Going from to or in PSPX2 using:
-color layers
-channel mixer layer
-color balance layer


o1. Duplicate your base and set it to Multiply at 20% opacity.
o2. Create a new raster later and set it to Exclusion at 45% opacity. Fill it with a very dark blue.
o3. Create a new channel mixer layer. Fill in these numbers: Red: 150, -70, 0, 0; Green: 0, 100, 0, 0; Blue: -50, 70, 130, 0
o4. Copy all layers (ctrl+shift+C) and paste as a new layer (ctrl+L). Set this layer to Screen at 20% opacity.
o5. Copy all layers and paste as a new layer. Set this layer to Soft Light at 40% opacity.

And you're done! If you'd like to go one step further...

o6. Create a new color balance layer. Fill in these numbers: Shadows: 0 0 0; Midtones: 0 0 -40; Highlights: 0 0 -40.

And now you're REALLY done. :D
