It's pretty simple, and the picture is perfect for such an easy tutorial!

Just duplicate the base
Set that to Screen at 50%
Then New Adjustment Layer >> Selective Color with these settings:
Reds: -100, 100, 100, 100
Yellows: -55, 60, 60, 0
Whites: 0, 0, 52, 0
Neutrals: 45, -24, -42, -10

Now do another Selective Color layer with these settings:
Reds: -23, 0, 52, 0
Neutrals: 21, 0, -10, 0

then you can basically use any scratch texture and text on it and it'll work perfect!
