help with a coloring

Hi everyone =)
I'm new to this community! and I need help!

I want to know how I could get this coloring

I tried several things but I'm never able to get it right.
I'm only able to get a similar coloring for the car but not for sifow 
and I don't know who did this picture...
edit: I forgot to say, I use PS7
