Involved Seletive Color, Curve and Channel Mixer.

Again, I'm sorry if my grammers are wrong cause I'm not so good at English, I'm a Chinese.:)

1- Crop your base.
2- Duplicate the base and blur(Filter>Blur>Gaussian blur>Radius:2.0) it. Then set the opacity to 20%.
3- Add a Selective Color layer with these settings.
4- Add a Selective Color layer with these settings again.
(OR YOU CAN JUST SIMPLY DUPLICATE THE FORMER LAYER AND CHANGE NEUTRAL, CAUSE I JUST CHANGED THE NEUTRAL PART)
5- Now duplicate the base and set it to Luminosity.
6- Add a Curve layer.
7- Add a Channel Mixer layer.
8- Duplicate the base and drag it to the top. Go Filter>Blur>Radial Blur
Then erase most of it, just leave some at the side and set this layer to Overlay.
Can't see the difference? Focus on the left hand side, it becomes more shiny.
9- Add a new blank layer and add some sparkle-like brushes.
10- Then use this texture from ?. Go Edit>Transform>Flip Horizontal to transform it. After this, set it to Screen.
11- Add this texture from ? (I make the color more sharper). Set to Screen and move it to the appropriate place. Then duplicate it and erase some in order to get some little small light spots.
12- Finally, simply add texts and make some text effects then you're done!
