With Selective Coloring and Color Balance.
Not translatable.

1. Crop & sharpen as you desire.
2. Lighten up the icon if it's too dark. [tends to work better on semi-dark icons with lots of yellow]
3. Add a Selective Color layer with these settings:
Red: -35, -9, -4, 0
Yellows: -100, -31, 0, 0
Neutrals: -3, -7, -4, -8
Blacks: 0, 0, -18, +5
4. Create a new layer and fill with #182B3C. Set on Exclusion, 100%. (Opacity depends on icon!)
5. Create a new layer and fill with #E9DDCF. Set on Color Burn, 81%.
6. Add a Color Balance adjustment layer with the following settings:
Midtones: -14, -4, +9
Shadows: +9, 0, -9
Highlights: +4, +6, -5
7. Create another Selective Color layer:
Reds: -46, 0, 0, +10
Yellows: -71, 0, +21, -30
Whites: 0, 0, 0, -6
Neutrals: +11, 0, 0, 0
Blacks: +20, +6, +4, -3
8. Add a light texture and text and VIOLA. :)
