First off, find your base. Mine is by punkette4vab (: Okay, now it's time to make adjustments to your image. I duplicated mine once and set it to Soft Light 100%. Play around with it.

Make a new fill layer with #000227 and set it to Exclusion 100%.
Make a new fill layer with #3d3d3d and set it to Soft Light 100%.

Make a Channel Mixer layer with these settings.
Red: +120, -10, -15
Green: +10, +90, -5
Blue: -10, +10, +120

Make a new fill layer with #000227 and set it to Exclusion 100%.

Make a new Color Balance layer with these settings.
Midtones: -40, -20, -30
Shadows: +30, -10, -15
Highlights: -10, -5, +20

Make a new fill layer with #270000 and set it to Exclusion 100%.

Duplicate your base and set it to Screen 80%. Bring it to the top.
Duplicate your base and set it to Soft Light 40%. Bring it to the top.

Make a new fill layer with #2d2627 and set it to Soft Light 40%.
And you're done!
