made in photoshop cs3, not translatable, uses selective colouring
PSD here

001.
Make a 100x100 base from your image. I used this picture of Erica Lee Chevillar.

002.
Duplicate the base and set it to screen, 60% opacity.

003.
Add a selective colouring layer, and set it to:
Reds: -100,0,0,30
Yellows: -100,0,50,0
Neutrals: 50,0,-50,0

004.
Add a new colour balance layer, and set it to:
Midtones: 30,0,0
Shadows: -30,0,-30

005.
Add a selective colouring layer, and set it to:
Reds: -100,0,100,0
Yellows: 100,0,-100,0
Neutrals: 20,0,-10,0

006.
Add a new hue/saturation later, and set it to:
Saturation: -10
And now the colouring is done!
You can leave it here to carry on.

007.
Merge the layers and copy a piece of the picture, move it to the side and put a 1px stroke on it.

008.
Add this texture by katierawr and set it to screen, move it into position.
Add you are done!
