Okay, obviously, you'll need to find a base! My base is by punkette4vab. Now make possible adjustments. For my base, I only duplicated it once and set it to Screen 50%. Please experiment with your base, since they probably don't have the same lighting (:

I made a Selective Color layer with these settings.
Reds: -100, +100, +100, +100
Yellows: +100, -100, +100, +100
Neutrals: -10, +10, -20, +10

Now make a color fill layer with #2b0000 and set it to Exclusion 60%.*

Make a Curves layer on RGB.
Input: 109
Output: 130

Duplicate your base and desaturate it. Now bring it to the top and set it to Soft Light 50%.

Make a Color Balance layer with these settings.
Midtones: -30, -20, -45

Now make another Selective Color layer with these settings.
Reds: -100, +100, +100, +100
Yellows: +100, +100, +100, -100
Neutrals: +40, +10, -20, +10

Now make a fill layer with #00012f and set it to Exclusion 70%.*
And you're done!

More examples:

* If your image is too yellow, you can remove all of the exclusion layers. No exclusion layers are used for both examples.
