Okay first of all select the image that you want to work with, you can crop the image to the size that you want, or just work with it in it's normal size and then crop it. For this tutorial i will use this image of Shou from Alice Nine

1~ Add this setting to your image
Image > Adjustments > Auto Levels
Image > Adjustments > Auto Contrast
Image > Adjustments > Auto Colour

2~ Duplicate the base image two times, both layer must be on "SCREEN" so the image can get more luminocity

3~ SELECTIVE COLORS
REDS
Cyan > +73
Magenta > -30
Yellow > +14
Black > -24

YELLOWS
Cyan > +41
Magenta > -30
Yellow > -100
Black > 0

3~ SELECTIVE COLORS again
REDS
Cyan > -22
Magenta > +28
Yellow > +12
Black > -18

YELLOWS
Cyan > +16
Magenta > -22
Yellow > -28
Black > -20

CYANS
Cyan > -6
Magenta > +26
Yellow > -27
Black > 0

BLUES
Cyan > +45
Magenta > -19
Yellow > +15
Black > +32

WHITES
Cyan > 0
Magenta > -25
Yellow > 0
Black > 0

4~ Image > Adjustments > Curve
RGB
Point 1
Input > 190
Output > 194

Point 2
Input > 79
Output > 89

5~ Layer > New Fill Layer > Solid Color
Fill it with this color "030832" and set it to "EXCLUSION" in 40% of opacity

And that's it, you have now gotten rid of that reddish tone in the image. And what you got can be the base for a graphic since it can be pretty difficult to work with red images.
