1. Opend your base and crop to 100 x 100 Pixels.
2. Create a new fill layer, flood with 01021d and set to Exclusion 100%
3. Create another fill layer, flood with 380106 and set to Exculsion 100%
4. Layer > New Adjustment Layer > Hue/Saturation

7. Duplicate you base, drag to the top and set to Softlight 60%
And your done!
This coloring won't work for every image, you will have to play around with the setting.
